The world’s first global standard related to digital literacy, digital skills, and digital readiness, the IEEE 3527.1™ Standard for Digital Intelligence (DQ), was approved by the IEEE Standards Board on 24 September 2020.
This is very much of interest and have applications and impact on the EU DISK Project, Digital Immigrants Survival Kit, and can one piece of the puzzle of this actions, especially the strategy as below on Enhancing digital skills and competences for the digital transformation (strategy 2). The DISK Project aims to develop missing digital competences of adults, with a special focus on so-called “digital immigrants”, i.e. people who are disadvantaged in society due to a lack of digital competences and to enable them to take an active role in the digital society. Living in a digitalised world, requires digital competences and awarness. Tasks that used to be done on paper are now done on a digital basis – for example contact with authorities, tax returns, travel and booking systems, shopping and other tasks. Within the DISK Project, Digital Immigrants Survival Kit, we will do our best to align to this global framework.
Digital Intelligence (DQ) is a comprehensive set of technical, cognitive, metacognitive and socio-emotional skills based on universal moral values that enable individuals to meet the challenges and seize the opportunities of digital life. DQ has three levels, eight areas and 24 competences, which are composed of knowledge, skills, attitudes and values.

DQ online tool as a living document that enables the continuous development of the DQ framework with feedback and early identification of new skills related to new technologies.It its of interest how this DQ Framework is aligned both to the OECD2030 and the UN UNESCO SDGs.
